COMPENSATION: $47,000-$52,000 plus incentive program and excellent benefits

ABOUT CCI:

The Center for Citizen Initiatives (CCI) is a non-profit organization that implements programs that assist Russian citizens in securing economic and political reforms and fosters cooperative partnerships and relations between the U.S. and Russia. Founded in 1983 and headquartered in San Francisco, CCI has eight offices in Russia and employs over 30 people.

CCI's Productivity Enhancement Program (PEP) enables Russia's dynamic and innovative entrepreneurs to learn first-hand business management practices from their industry counterparts in communities across the United States. Upon their return to Russia, PEP delegates successfully apply newly learned management practices to their businesses and share their experiences in the United States with their colleagues.


POSITION SUMMARY:

The Program Manager, Community Outreach serves as team leader, supervisor and manager for the PEP Community Outreach Department. Program Officers, serving under the leadership of the Program Manager, secure sponsorship of PEP delegations of Russian entrepreneurs by volunteer and service organizations across the United States, and develops and implements marketing strategies vital to the success of CCI's mission. Based in the CCI San Francisco office, Program Officers market the PEP program, research appropriate training locations, contact potential PEP sponsors, educates these sponsors regarding the importance of U.S.-Russian relations, develops relationships with service organization professionals, and sets up initial volunteer support networks to ensure the success of the program. Program Officers exercise independent judgment and seamless coordination with other PEP departments to ensure appropriateness of training markets, effective communications to PEP volunteer sponsors, and the rational scheduling of delegations.

Primary responsibilities of the Program Manager include managing and planning the department's workload to meet program placement goals, participating in the hiring and training of new staff, supervising the work of the Community Outreach team, reporting to and coordinating with other PEP departments and management, overseeing the development and improvement of department policies and procedures, and managing the department's budget. As a member of the team, the Program Manager will also have the responsibility of securing American hosts for PEP delegations. The Program Manager will support the development of new volunteer sponsors, who make PEP delegations possible.

 
ESSENTIAL FUNCTIONS:
  1. Oversees the Community Outreach Department
  2. Secures American hosts for PEP delegations from San Francisco in territory determined by program directors (as outlined in Program Officer, Community Outreach description)
  3. Meets with Community Outreach staff to monitor lead development, provide mentoring and discuss strategies needed to meet individual quotas and department goals
  4. Oversees training of new staff and monitors their development; oversees training material development and updates
  5. Provides work direction for individual staff, including monitoring performance, and conducting performance reviews
  6. Assesses and formulates staff territories and quotas in co-operation with program directors
  7. Serves as subject matter expert in materials, strategies and tactics of effective outreach for the department
  8. Ensures leads-related reports, department tracking systems and marketing updates are generated for management, PEP departments and Russian Partner Offices
  9. Oversees National Field Team activities in co-operation with program management
  10. Shares "on-call" responsibilities with other staff for after-hours emergencies and troubleshooting
  11. Performs other duties and assignments as directed by management
 
SCOPE OF AUTHORITY:
  • Manages administrative aspects of the department
  • Works with program management to formulate department and program goals and strategies
  • Initiates contact with other departments to ensure smooth scheduling of delegations and address other Outreach issues
  • Manages department budget and expense tracking
  • Initiates contact with National Field Team to encourage their support in securing delegations

EDUCATION and RELEVANT WORK EXPERIENCE:
  • Bachelor's degree in relevant field
  • Three-plus years experience managing a marketing team
  • Prior experience working in a representative capacity to the public for a professional organization
  • Experience working with volunteers a plus
  • Experience working or living in Russia (or any of the former states of the Soviet Union) a plus
  • Business management coursework a plus
 
PHYSICAL REQUIREMENTS:

Must be able to:

  • Clearly communicate with others to understand them and to be understood.
  • Read and compose documents so that their intent is easily understood.
  • Effectively use a computer and telephone to conduct business.
  • Lift at least 25 pounds.
  • Travel occasionally in the Bay Area or to other states for meetings and events related to PEP outreach, during the morning, day, evening or weekend hours.
