A stable and prosperous Russia is critical to America, its interests and those of the free world. Russia, with its vast resources, has the potential to become a major trading partner with the U.S., Europe and Asia. After a long history of socialism and an aggressive stance toward the United States and other capitalist nations, Russia is on a tenuous path towards a freer and more open market. It is imperative that America does everything it can to ensure Russia continues on this path.

For Russia to build a successful market economy, a burgeoning population of small and medium-sized enterprises is needed. The percentage of such grassroots enterprises in Russia, 20 percent of employed adults, stands well below that of other European economies, 50-70 percent, but Russia’s small business sector is rapidly increasing.

The Productivity Enhancement Program (PEP) is focused on accelerating the growth of the small business sector in Russia. PEP’s mission is to expose Russian entrepreneurs to American business methodologies and to provide them with practical models for building business-friendly infrastructures.

This is where the interests of America meet the needs of the Russian entrepreneur. The latter entrepreneurs need American expertise, connections and assistance to build a viable business sector in Russia. Americans need to do what they can to make sure Russia stays on this newly developing course toward a market economy. By meeting in the middle through participation in PEP, both countries can achieve these important goals.
